Mostly, gender issues are addressed to females who are the endangered specie as opposed to males who are mostly the perpetrators.

Because of some harmful cultural behaviors that still exist in the district. i.e. Kutomela

Due to culture issues. Victims don't know what constitutes gender-based violence. Need to sensitize all groups so that they can report what they are facing. Then, solicit ways from the people on how they can change their behaviour.
